The hook has a base with at least one channel having a lateral opening thereto. The clip is assembled with the hook such that the clip closes the lateral opening into the channel to define a longitudinal passageway through the hook. An elastic cord extends through the structural member, through the end cap and through the longitudinal passageway through the hook. A knot or some other stop is placed on the cord to prevent the end of the cord from moving through the passageway.
