    Abstract: An electronic access control system and method that enables conditional access to electronic locking systems according to user-based and situation-based safety parameters. Aspects of the present disclosure provide for a mobile access interface whereby the network operations center can assess a safety risk for a service site based on a combination of user-generated inputs, sensor inputs and/or external data inputs. The system may comprise a dynamic rules engine configured to dynamically determine safety and compliance associated with an access-restricted area. If the access-restricted area is safe, the system may enable access according to one or more access protocols. If the access-restricted area is unsafe, or the user requesting access is not in compliance with one or more static or dynamic safety parameters, the system may disable standard access protocols and deny access to the requesting party.

Embodiments of the present disclosure provide a keyless puck lock system enabling a low cost and high security solution that is difficult to tamper with and defeat. In the preferred embodiment of the present invention, the system uses a keyless puck lock assembly that includes a hasp assembly and a keyless lock mechanism that does not require any physical mechanical keys so that it does not have a mechanical cylinder inserted therein to lock or unlock the puck lock. Accordingly, the keyless puck lock system in accordance with one or more embodiments of the present invention does not have a physical keyway which is a security attack point that is included in conventional hockey puck-type locks.

The device incorporates a rolling access code algorithm that changes the access code based upon a pre-defined customer selected time period during which the code is valid. Once the validity period expires the user must obtain a new access code from a secure access code source to unlock the device. When access is desired, the user contacts a remote secure access code source, which provides the access code for the associated lock and time period.
