The cleaning blade also scrapes away toner that remains on a respective seal member that is in contact with the surface of the image carrier at side end portions of the cleaning blade. The seal member includes a first sealant extending along a side end surface of the cleaning blade, and a second sealant extending from one end portion of the first sealant and extending along a tip surface of the cleaning blade. The second sealant extends to a position including a first region within a charging region and outside of a development region. An end portion on the cleaning blade side of the second sealant in the first region is angled away from the surface of the image carrier.
