The tubular member is disposed between the drive shaft and the handle arm on the outer periphery of the shaft member in order to position the handle arm with respect to the drive shaft. The annular elastic member is disposed between the shaft member and the tubular member in order to regulate the tubular member from falling off the shaft member.
