A cosmetic of the present disclosure comprises at least one water-soluble agent selected from the group consisting of an imidazolidinone derivative of the following Formula 1: (wherein in Formula 1, R1 and R2 are each independently a hydrogen atom, a C1 to C4 linear or branched alkyl group having 0 to 3 hydroxyl groups, or a C3 to C7 cycloalkyl group having 0 to 5 hydroxyl groups) and a salt thereof; and at least one surfactant selected from the group consisting of an amino acid surfactant and a taurine surfactant.
