Further, the processing circuit can be configured to determine a summation of the new capacity units and un-allocated capacity units is above a threshold for a first plan, wherein the un-allocated capacity units are based on previous activity data, generate the first plan based on the summation, wherein the first plan comprises a first coverage based on the activity data or the previous activity data, and allocate the summation to the first plan.
