The surface mountable delivery device is capable of delivering, an antimicrobial agent to protect surfaces from microbial contamination and/or to disinfect surfaces, e.g. door handles, push plates, hand rails, etc. as an aid in preventing and/or hindering the spread of infectious agents. The device uses a vertically lapped nonwoven material as the storage medium for the liquid or gel like materials within the device. A non-wicking liquid mediating layer to controls transfer of liquid from a reservoir to a contact surface of the device to minimize liquid losses. An elastomeric contact liquid delivery layer is optimized for printability.
