The assembly secures a mooring line to the vessel. The assembly includes a tube having a longitudinal axis and a base end dimensioned to be disposed in the rod holder to engage the cross member. The tube has a second end opposite the base end. The second end has a cleat to secure the mooring line. The tube has inverted J-shaped slots opposite one another to receive the cross member therein. A spring-loaded lock assembly is disposed in the tube. The bracket is connected to a rotatable shaft, which in turn is connected to a toothed gear and a pawl. When the cushion seat back is raised upward, the toothed gear and an element of the pawl allow the cushion seat back to ratchet upwards, with the capability to lock the cushion seat back at any tooth. When the cushion seat back is raised above about 90 degrees, the pawl is forced to disengage from the toothed gear and the cushion seat back is unlocked and can be placed back in the original flat position. Vertical rollers are mounted on axles in the medial channels. A top plate is mounted on the carriage to support the seat. A second track, allowing a wider seat, can be mounted on the base plate spaced apart from the first track.
