Abstract: A web based server system is disclosed and facilitates the sharing of a radio transmission resource. The state owners have locations at which radio transmission equipment may be located, possibly sharing with existing equipment. Service providers control transmission equipment at selected locations and provide a radio service. Contractors erect equipment at the selected locations in response to orders placed by service providers. An authority wishes to maximise the sharing of existing locations and thereby minimise the use of new green field locations. The server system is configured to establish an on-line market that facilitates the creation of contracts between estate owners and service providers. The execution of the contracts are monitored by receiving progress data from contractors service providers and estate owners. Contract specific data and enterprise specific data is made available to each of the contractors, service providers and estate owners.
