Abstract: A video picture encoding and decoding method, including obtaining a primary sub-region bitstream corresponding to a target sub-picture of a panoramic picture, where the primary sub-region bitstream includes N secondary sub-region bitstreams, and N is a positive integer, parsing the primary sub-region bitstream to obtain a reconstructed picture, performing cross-sub-region-boundary out-loop filtering on the reconstructed picture when an out-loop filtering identifier instructs to perform cross-sub-region-boundary out-loop filtering on the reconstructed picture, to obtain a filtered reconstructed picture, and adjusting a location of at least one of N sub-regions in the filtered reconstructed picture to obtain a picture having no sub-region boundary.

Abstract: The embodiments of the present disclosure provide a method and system for compensating ultrasonic metering based on a smart gas Internet of Things system, comprising: determining a first preset condition based on a gas pipeline feature obtained from an external database, wherein the first preset condition refers to a judgment condition for evaluating whether a flow compensation is required; obtaining a gas transportation feature and an environmental feature based on at least one sensor; determining a compensation scheme based on the gas transportation feature, the environmental feature, and the first preset condition, wherein the compensation scheme includes at least one of a flow rate compensation coefficient, a flow compensation parameter, a temperature compensation coefficient, or a pressure compensation coefficient; sending the compensation scheme to an ultrasonic metering device, and controlling the ultrasonic metering device to determine updated flow metering data according to the compensation scheme.

The method includes: determining N first symbols in a first slot, where N is a positive real number greater than 1 and less than M, M is a quantity of symbols included in the first slot, M is a positive integer, a frequency domain resource corresponding to the first slot is an unlicensed spectrum, and the first symbols are unoccupied symbols in the first slot; and sending a first signal to a terminal device on the N first symbols. The first signal includes at least one of the following: a symbol copied from a second slot, a to-be-sent first transport block, or a cyclic prefix extension. The second slot is a next slot of the first slot. According to the disclosure, a channel resource in an unlicensed spectrum can be effectively occupied, thereby reducing waste of channel resources.

Abstract: A process for processing a rotary tillage blade for a dry farmland based a wasted steel rail is provided. The process specifically includes the following steps: selecting a waste annotated steel rail U71Mn or U75V; breaking the steel rail into a rail head, a rail web and a rail bottom in a cutting area by means of a flame cutting device and then cutting the steel rail; and applying a hydrostatic pressure to the steel rail by using a hydraulic machine to separate the rail head, the rail web and the rail bottom. The wasted steel rail can be processed into the rotary tillage blade for the dry farmland by means of methods such as segmenting, rolling, blanking, punching, electric furnace heating, bending, hot forging and thermal treatment. The surface hardness and a wear resistance value thereof are superior to those of an existing rotary tillage blade.

Abstract: The present disclosure provides a method, system, and medium for monitoring smart gas leakage safety based on an Internet of Things system. The method is executed by a processor in a smart gas safety management platform of a system for monitoring smart gas leakage safety based on an Internet of Things system. The method includes: obtaining regional data and industrial gas data of a workshop to be monitored; determining a key sub-region based on the regional data and the industrial gas data; determining at least one recommended monitoring site based on environmental data of the key sub-region. The embodiment of the present disclosure reasonably and reliably determines the recommended monitoring site for different complex environments based on data obtained from an Internet of Things system, henceforth improving sensitivity and accuracy of monitoring of gas leakage safety.

Abstract: The present disclosure provides a gel electrolyte precursor and use thereof. The gel electrolyte precursor comprises a gel matrix monomer, a flexible additive, a polymerization initiator, and a lithium salt. The gel matrix monomer comprises an acrylonitrile-based monomer. The use of same in a semisolid battery achieves good electrical performance, and also reduces the amount of an electrolyte used. An acrylonitrile-based polymer obtained by the in-situ polymerization and gelation of an acrylonitrile-based monomer has good flame retardant performance and high voltage resistance, improving the safety performance of a battery.
