The dock float comprises a housing having a venting hole, a flange having a neck aligned with the hole, and a plug having a venting passage for controlling ventilation of the housing interior. The flange is spin-welded onto the exterior wall of the dock float at the venting hole. The float is then filled with light material through the flange neck. The plug having a venting passage is inserted in the neck in a non-sealing position for allowing gas trapped inside the dock float to vent out.
