The instruction also indicates: (i) a service instance level reporting rule according to which the policy enforcement function and/or traffic detection function should report, or should not report, information to the policy decision function after occurrence of an event relating to any one of the identified service instances; and/or (ii) a service instance level enforcement rule that the policy enforcement function and/or traffic detection function should enforce on a received packet relating to any one of the identified service instances.     Abstract: A method of computing an inversion (X) of a nearly Toeplitz n by n matrix (A). A perturbation matrix (E) is first determined such that the sum of the nearly Toeplitz matrix (A) and the perturbation matrix (E) is a Toeplitz matrix (T). The inversion is solved by solving the equation X=T?1(B+EX), where B is a vector or matrix of dimension n by m. An initial estimate X(0) is selected and estimates of the inversion X are iteratively computed through the recursion X(n?1)=T?1(B+EX(n)). The initial estimate X(0) may be equal to an inversion (T?1) of the Toeplitz matrix (T). The present invention may be utilized in a radio receiver to efficiently compute (1) a least-squares (LS) channel estimate, (2) minimum mean squared error (MMSE) prefilter coefficients for a decision feedback equalizer (DFE), or (3) an autoregressive (AR) noise-spectrum estimation from a finite number of observed noise samples.

    Abstract: Wireless communication method and system for improving optimal antenna weight derivation in transmit diversity mode during soft handover. The method and system use scale factors that depend on the reliability of the feedback information (FBI) detection on the uplink. Depending on FBI detections for each link, the scale factors are then applied to the downlink channel response estimates. FBI detection performance may be based on downlink antenna verification, downlink transmit power control command “up/down” ratio, or both. Poor antenna verification or a high number of “power up” commands on the uplink may indicate unreliable FBI detection. By applying higher scale factors to downlink channel responses corresponding to reliable FBI detection, better closed transmit diversity performance during soft handovers may be achieved.     Abstract: A method of controlling packet flow through a network node in a packet-switched communication network. At least three measurements of instantaneous queue size are obtaining and utilized to determine a traffic pattern's relative shape, absolute level, and absolute context over a more extended time period. An initial estimate of a future level of congestion is made from the shape, level, and context of the traffic pattern, and is then utilized to establish initial settings for traffic control parameters. An auto-tuning process further optimizes the settings by periodically re-determining the shape, level, and context of the traffic pattern based on updated measurements of instantaneous queue size. Potential changes to the control parameters are tested at a dynamically determined interval, and are accepted only if the changes result in improvements in network performance.

A radio resource manager (RRM) operates to determine the number of channels allotted to users within a network at a certain time. The RRM implements the extended outer loop power control algorithm for each allotted channel, thus determining SIR reference values for each allotted channel the RRM ensures that the SIR reference value for any channel does not fall bellow a predetermined minimum value. The SIR reference value to be used for all channels in use is determined as the highest of all the calculated SIR reference values. The extended outer loop power control algorithm can be implemented at a mobile station level, base station level or radio network controller level.

The timing of the uplink transmission from the user equipment are then defined with reference to the new virtual reference cell, in the conventional way. This has the advantage that, following a soft handover, it is not necessary to adjust the timing of uplink transmissions from the user equipment.
