The road toll system function is enabled only when the identification device is present. The identification device comprises an electronic device which is adapted to alter by detachment or attempted detachment such as to prevent the road toll system function being enabled. This system increases the security of this type of system and makes fraudulent use of the system increasingly difficult.

A billing system bills a user in dependence on the road prices incurred. A portable activation device transmits information concerning the owner of the portable activation device to the vehicle-mounted unit, and the vehicle-mounted unit provides information to the billing system to enable identification of the owner of the portable activation device. In combination, the portable activation device and the vehicle-mounted unit can be considered to function in a similar way to a known vehicle-mounted OBU. However, by separating the data necessary to provide user-personalization into the portable activation device, the vehicle-mounted unit can become more standard, and the user is able to drive other vehicles more easily.

The system further comprises a server for receiving samples of the downconverted signals, and for verifying the samples are consistent with the expected satellite signals at that time and location. The invention provides a counter measure for detecting the counterfeiting of, or tampering with, the satellite signals at the receiver. A check can be made that the received satellite signals correspond to those which are expected at that location and time.
