    Abstract: A method of transporting solid refinery waste includes loading solid refinery waste into a mobile tank having at least one sloped floor wall and a plurality of compartments separated by at least one buffer. The method may also include maintaining a head space between a top level of the solid refinery waste and a top wall of the mobile tank. The method may also include delivering the mobile tank to a burning facility that maintains a reserve of diluent and that is equipped with an agitator configured for lowering into the mobile tank through a manhole opening, to thereby permit the diluent to be conveyed into the headspace and mixed with the solid refinery waste, thereby enabling a resulting mixture to be off-loaded for burning at the burning facility.

The apparatus also includes a shaft support configured for maintaining the shaft in a rotatable manner within the tank. The shaft support is selectively moveable in a manner permitting the shaft to move in an upward direction from the lower portion toward the upper portion, and in a downward direction from the upper portion toward the lower portion. An is contained with the tank for moving the shaft support in the upward direction and in the downward direction.

The method includes inserting an agitator on a boom through a first opening on a side of the refinery tank and agitating waste in a first area of the refinery tank to cause the waste in the first area to have a first viscosity lower than a second viscosity of waste in a second area at a periphery of the first area. The method further includes removing agitated waste from the first area while maintaining the waste of the second viscosity in the second area, thereby forming a safe room in the refinery tank. The method also includes expanding the first opening toward the floor of the safe room to enable entry of a movable excavator into the safe room of the refinery tank and removing waste of the second viscosity from the second area of the refinery tank.

    Abstract: The invention includes a method of minimizing the delivery cost of a slurry. According to the invention, a mobile tank is incompletely loaded with an at least partially dehydrated component of the slurry. Sufficient room is left in the tank for a diluent to be later added and the slurry constituted in the mobile tank. The incompletely loaded mobile tank is transported to a destination, thereby obviating expense associated with transporting a diluent portion of the slurry. At the destination, diluent is added to the tank and the slurry is constituted by activating a mechanical agitator within the tank. Slurry is then off-loaded from the mobile tank.
