    Abstract: The present invention includes (i) a liquid storing tank in which an impregnating liquid is stored, (ii) a hollow tube provided in the liquid storing tank, (iii) a vacuum pump which produces a vacuum in one end of the hollow tube, and (iv) a transport mechanism which transports a porous material in the impregnating liquid drawn into the hollow tube. A degree of vacuum in the vacuum is maintained in a given range.
