    Abstract: A bicycle rack has a bent outer pipe with a nonaligned, smaller diameter, inner pipe received within the outer pipe. Both ends of the outer pipe are connected to bases which are affixed to the ground or pavement. A slack metal chain extends within the inner pipe. The walls of the two pipes are offset from one another making compromising of the rack with a pipe cutter difficult. The slack chain conflicts with the reciprocating blade of a power tool making severing of the rack at any point difficult.
