The present invention further provides an additive composition used in the treatment of the waste materials that comprises an emission sponge, a filler and optional BTU modifier. The treating step includes the steps of sizing selected waste materials, blending the sized waste materials with the additive composition formulated specifically for the waste material and forming with a press the blended waste materials into solid fuel formations.
