Abstract: In a preferred embodiment, an apparatus for creating a decorative bow, including: a frame member having a central opening; and at least two hook members disposed on the frame member around the opening, the at least two hook members being constructed so that a continuous elastic band can be stretched between a selected pair of the at least two hook members across the central opening, such that loops of fabric may be formed between sides of the continuous elastic band, between the elastic band and another elastic band, and/or between the elastic band and the frame member, two or more of the loops of fabric forming the decorative bow.
