The spectrum analyzer is communicatively coupled to the receiver and obtains strengths of the plurality of received signals. The controller is communicatively coupled to the spectrum analyzer and adjusts a radiation feature of one of at least one antenna to minimize a difference of the strengths between a plurality of received signals after adjustment. The transmitter transmits the received signals after adjustment to a plurality of second devices distributed within a site. The plurality of second devices transmit the plurality of received signals after adjustment within the site.
