    Abstract: An incision and dilation apparatus performs an incision in and dilates select tissue of a mammal. The apparatus includes a blade member, a dilator, and a frame. The blade member includes a blade having a cutting edge. The dilator is configured to dilate the select tissue. The frame includes a blade guide, and is adapted to position the blade guide over the select tissue. The blade guide retains the blade member in first and second perpendicular directions and allows substantially linear movement of the blade member in a third direction. The frame also supports the dilator and allows movement of the dilator in the third direction. The dilator includes a second blade guide that retains the blade member in first and second perpendicular directions and allow substantially linear movement of the blade member relative to the dilator in a third direction.

The protuberance is sized and configured to be at least partly received by a sternal notch of an adult human. The blade member is slideably disposed in the blade guide.

    Abstract: A mechanically actuated cargo restraint system for a vehicle includes a rotatable reel in a frame, a first flexible tether, a base and a pawl. The frame includes a cog having a single tooth. The first flexible tether has a first end coupled to the rotatable reel and a second end capable of being coupled to one of a vehicle and a cargo item. The first flexible tether is windable around the rotatable reel. The base rotate with the reel. The pawl is pivotally connected to the base, and is biased in a first position that allows rotation of the pawl with respect to the cog. The pawl moves to a second position responsive to centrifugal force associated with a velocity of rotation of the rotatable reel exceeding a threshold. The pawl engages the cog in the second position to inhibit relative movement of the pawl with respect to the cog.

The flexible tether has a first end coupled to the reel and a second end. The tether is wound upon the rotatable reel and movable in both a winding direction and an unwinding direction. The first shaft is configured to be operably coupled to the rotatable reel, and includes a plurality of magnetic elements affixed thereto. The conductor member has a hollow interior. At least a portion of the first shaft and at least a portion of the plurality of magnetic elements are disposed within the hollow interior. Movement of the tether in the unwinding direction causes relative movement between the plurality of magnets and the conductor member. Eddy currents within the conduct member generate a retarding force on the first shaft.

The first flexible tether has a first end coupled to the rotatable reel and a second end capable of being coupled to a cargo item, the first flexible tether is windable around the rotatable reel. The mechanical device includes a pawl and cog that are movable with respect to each other, the pawl coupled to the rotatable reel for rotatable movement therewith. Movement of a cargo item attached to the first flexible tether that causes the first flexible tether to move in an unwinding direction on the rotatable reel causes movement of the pawl-containing member relative to the cog. Velocity in the unwinding direction such as that encountered during a crash or free-fall engages the pawl into the cog, thereby inhibiting movement of the first flexible tether in an unwinding direction on the rotatable reel.
