The method can include: determining that a transmission capability of the terminal has changed; generating capability update report information, wherein the capability update report information includes the changed transmission capability of the terminal; and sending the capability update report information to the NR base station, so that the NR base station sends the changed transmission capability of the terminal to the LTE base station.
