    Abstract: Embodiments are provided for supporting network selection for wireless networks and network service providers/operators. The embodiments include procedures that integrate wireless network and service provider/operator selection policies and methods. In an embodiment, the UE obtains a network selection policy from a network, and hence generates a list of candidate wireless networks according to the network selection policy. The UE then selects from the list a wireless network to connect to according to a service provider selection policy. Such procedures improve Access Network Discovery and Selection Function (ANDSF) based wireless local area network (WLAN) selection with service provider selection capability. The procedures also collaborate ANDSF based policy and existing I-WLAN selection, and resolve conflicts between 3GPP WLAN selection and ANDSF policy for WLAN selection.

The various possible search algorithms may specify different ratios of time spent scanning for cellular service to time spent sleeping.     Abstract: Unsynchronized internal clocks of user equipments in a cellular communication system are addressed by a mechanism relying on a standalone clock function in user equipments. A network node distributes a time reference to a user equipment (UE), and the UE, using an internal clock function, time-stamps the logged measurements and/or events relative to the received time reference. When the UE has logged measurements, the UE indicates to the network node that it has an available measurement log. The network node may then request several UEs to deliver their respective measurement logs. The network node is then able to retrieve time-stamped measurement information from the measurement log of each UE relative to the sent time reference. The network node is then able to compare measurement information from each UE in a cell provided at the same time interval in all UEs.

    Abstract: A base station's neighbor list may become outdated as nearer base stations are deployed. Because mobile devices report non-unique identifiers of surrounding base stations, a serving base station may confuse a newer neighboring base station with an out-of-date neighboring base station having the same non-unique identifier. The base station may attempt to hand over the mobile device to the wrong base station based on its outdated neighbor list. The mobile device may notify the serving base station of the failure and the associated non-unique identifier. When again attempting to hand over a mobile device to the target base station having that non-unique identifier, the serving base station may, based on knowing the previous handover failed, request the mobile device to provide the unique identifier of the target base station. If the unique identifier does not match the information in the neighbor list, the base station can update the neighbor list.
