According to this scheduling mode control channel information is only provided for retransmissions, while initial transmissions are decoded using blind detection.

The resource allocation mode may correspond to optimization within a single slot or across multiple slots. Once selected, the UE may transmit the transmission parameters to the BS for use in sending the message to the UE.
