Mobile Position Centers (MPCs) are provided in ANSI-41 networks and Gateway Mobile Location Centres (GMLCs) (GSM networks), to determine other members that are proximate to a device that is detecting radar emission.

The mean square error is measured and averaged for the reference sectors, and the mean square error is measured and averaged for the sectors under test.
