    Abstract: A silica-based coating film having a low dielectric constant not exceeding 2.5 can be formed on the surface of a substrate to serve as a planarizing layer or an interlayer insulating layer by coating the surface with a unique coating solution containing a hydrolysis-condensation product of a polyalkoxy silane compound such as tetraethoxy silane and monomethyl trimethoxy silane, which is formed by the hydrolysis of a polyalkoxy silane in the presence of a basic catalyst such as ammonia in an alcohol solvent in a relatively low concentration followed by replacement of the alcohol solvent with an aprotic polar solvent such as N-methyl pyrrolidone, followed by drying and baking at 350 to 800° C.

The process comprises a selection step (4a, 4b) during which the glass yarns (3) consisting of filaments having a diameter greater than or equal to five micrometers and less than or equal to twenty-four micrometers are chosen, optionally a step (5) of mixing the selected yarns, and a milling step (6) during which the mixed yarns are chopped into filaments (2) having a length of greater than or equal to six millimeters. Advantageously, the fibrous material is in the form of flakes.

This plasticized sulfur can be formed into solid particles and then added to asphalt as either a minority or majority component to create desired paving binder compositions. The solid plasticized sulfur has non-stick non-flow properties within a wide range of ambient temperatures, and it can be stored solid for subsequent use in paving applications.

Mixed powders of Si: 20 to 30 weight %, B: 5 to 30 weight %, Al: 20 to 30 weight %, Ca: 10 to 20 weight %, and Zn: 10 to 20 weight % are prepared, melted, and rapidly cooled to produce glass frits. The glass frits are granulated and mixed with gahnite filler and titania filler which are inorganic filler powders. Subsequently, a binder is thrown into the powders to produce a composition of dielectric ceramic, and then is formed, followed by sintering. The mixed powders may contain at least one kind of alkali metal of Li, K and Na.

Thereafter, the sealing composition is pumped into the zone and allowed to form a sealing gel therein.
