Abstract: A cell transfer controller is described comprising a detector configured to detect radio cells available for a mobile terminal; a determiner configured to determine, for a first radio cell detected by the detector, a waiting period after which the radio cell is selectable by the cell transfer controller as a target cell for a cell transfer and a controller, configured to increase the length of the waiting period in case that during the waiting period, the detector detects a second radio cell which fulfills a predetermined criterion.

Information 19 is then collected about the existing telecommunications network 10 to identity the deployment of the network features in the existing network. This information is then combined with the data model 100 to build a feature compatibility matrix 107 which defines the compatibility of network features in the existing telecommunications network 10. The matrix 107 can then be interrogated with information defining the parameters of the selected feature to be added or upgraded to determine whether the selected feature is compatible with features of the existing network.
Abstract: Methods, program products, and systems of mobile device location estimation using local location data. Abstract: Performance is improved in certain M2M devices by suppressing explicit network registration or attachment. The described techniques may be used, for example, by M2M devices that periodically or occasionally transmit event data using wireless communication networks without needing to receive periodic or on-demand communications from the network for regular operation. In some embodiments, an M2M device may continue to monitor pilot channels of available wireless networks, select a particular network for communication from among the available wireless networks, and monitor system information for the selected network without registering on the selected network. The M2M device may suppress explicit registration based on one or more explicit registration triggers associated with the selected network. The M2M device may be implicitly registered as part of the network access transmitting the captured or measured event data to the selected network.
Abstract: Certain aspects of the present disclosure provide techniques and apparatus for uplink synchronization of a Time Division-Synchronous Code Division Multiple Access (TD-SCDMA) multiple Universal Subscriber Identity Module (USIM) mobile terminal during a handover. For certain aspects, a method of wireless communication generally includes transmitting, to a Node B, at least one uplink synchronization code from a UE comprising at least a first subscriber identity and a second subscriber identity, receiving timing information for uplink synchronization to the Node B, wherein the timing information is measured based on the at least one uplink synchronization code, and applying the timing information to calls for both of the first and second subscriber identities to synchronize uplink transmissions to the Node B.
Abstract: A wireless communication device is disclosed that is capable of performing efficient network searching. Specifically, by utilizing its location information and accessing stored cell information, the device can streamline searching. Further, if a full search is to be performed, the device receives information from multiple radio access technologies together, and processes the received information digitally in order to search the individual radio access technologies. In addition, the device is capable of performing efficient 4G searches by setting its RF module to capture information of multiple raster points simultaneously within a search band, and shifting the search band so as not to duplicatively search raster points.

Abstract: Archiving mobile device contact information as a function of occurrence of one or more temporal conditions is provided herein. By way of example, contact information stored in an active contact list of a mobile device can be associated with a temporal condition, such as frequency of use, or location of the mobile device, or the like. If the temporal condition is met, the contact information is archived at remote data store and/or passive portion of mobile device memory. Once the temporal condition is no longer met, the contact information can be re-downloaded into active memory and incorporated into the active contact list. As a result, aspects of the claimed subject matter provide for organizing a mobile device contact list according to temporal condition(s) to provide added efficiency and to manage such information according to a determinable situational context.
Abstract: Methods and systems are disclosed that provide refresh procedure to ensure successful subscriber identity module activation during active data and voice calls. A request to update a subscription data on a network application housed on a Universal Integrated Circuit Card (UICC) is processed by a mobile equipment (ME) and is forwarded to the UICC smart card. The UICC smart card updates the requested parameters on the network application and probes the ME to read the updated parameters. The ME polls its services to check if the network application can be refreshed. If the network application was not previously activated, the voting mechanism on refresh procedure is skipped and the ME proceeds with refreshing the network application for updating its copy of the subscription information.

Abstract: In order to provide an early and more accurate determination of network problems, current NPI OMs are compared with samples of recent historical NPI OMs so that changes in the NPI OM are detected based on current overall network conditions rather than on conditions that may have existed at statistically insignificant earlier operational periods. By constantly adjusting a performance threshold, against which the current NPI OM is compared, by using a smaller and very recent sampling of NPIs (in the case of sudden and abrupt performance-NPI degradation detection) or a larger and greater number of NPIs over a wider time period (in the case of slow and persistent NPI degradation detection) to establish the threshold, detection results are more accurate and meaningful.
Abstract: A wireless communication device is disclosed that is capable of performing efficient measurements of secondary radio access technologies (RATs). The device includes multiple receiver chains. While operating in a first RAT, the device receives a measurement gap in order to perform measurements. Even though the measurement gap may be too small to adequately measure the other RAT, the device controls one of the receiver chains to measure the other RAT during a time period that overlaps with the measurement gap. In addition, when preparing for an inter-RAT handoff, the device controls one of the receiver chains to perform measurements regardless of whether a measurement gap has been received. In this manner, measurements of alternative RATs are efficiently performed, and handoff latency is significantly reduced.

Abstract: The invention relates to a method for deactivation of at least one first cell of a plurality of cells in a telecommunications network. User devices in the at least one first cell are triggered to report measurement information regarding one or more second cells of the plurality of cells to the telecommunications network. The measurement information is received in the telecommunications network and analyzed, in order to determine whether one or more user devices in the at least one first cell are eligible for being served by a second cell of the one or more second cells when the at least one first cell would be deactivated. When the one or more user devices are determined to be eligible for being served by the second cell of the one or more second cells, the one or more user devices are transferred and the at least one first cell is deactivated.

Abstract: The disclosure relates to a method for transmitting a message from a portable communication device to a separate terminal including a step of recording at the portable communication device a voice message, and a step of generating, at the portable communication device, a multimedia file including at least the voice message. Abstract: Processing circuitry in a user device detects information concerning periodic station maintenance opportunities provided by a CMTS. The processor determines a quiet interval between the end of one station maintenance opportunity and the beginning of the subsequent opportunity. If offsite power to the user device is lost, the processor counts down a predetermined amount of time with a first timer and then periodically turns off RF circuitry of the device after the ending of a maintenance opportunity that follows the counting down of the first timer. The processor then begins a second timer to count the quiet interval. After counting down the quiet interval, the processor restores battery power to the RF circuitry for the duration of the maintenance opportunity. If an off-hook condition occurs while the second counter counts down the quiet interval, the processor restores battery power to the RF circuitry.
