The proxy element including the parameters and the instructions for obtaining credentials may be sent to a mobile wallet of a recipient. Then, the electronic money server sends, to the mobile terminal, a storage instruction by which the mobile terminal is made to store the generated command group in an IC chip. The mobile terminal then does not immediately execute the command group but temporality stores the command group into a general-purpose IC chip. In this way, a stage of preparation for recharging is completed. Then, under a certain condition (for example, by user's operation, on the side of the general-purpose IC chip, the stored command group is executed. In this way, recharging is performed, and the value balance is updated.
