    Abstract: A method of wireless communication is presented. The method includes receiving a transport format combination indicator (TFCI) indicating a number of blocks and a block size for data to be sent on downlink time slots of a current frame and/or a subsequent frame. The method also includes determining when data is not expected to be received on an allocated downlink time slot and performing neighbor cell measurement during the allocated downlink time slot.
