Unbonded strips of polymer are kiss-cut and removed to expose the paper between bonded strips of polymer. A continuous layer of pressure sensitive adhesive is applied over the polymer and exposed paper. Strips of deadening agent are applied over the layer of pressure sensitive adhesive that overlays the exposed paper.
