The variation in reflectance within each neighborhood is estimated and local contrast within each neighborhood is enhanced. Using the illumination and variation within the contrast-enhanced neighborhoods, the image is remapped to a reduced dynamic range to generate an output image.

The quantizing unit quantizes each sub-band of decomposition level n based on a quantization parameter set for each sub-band, and quantizes each sub-band of decomposition level n?1 or less based on a quantization parameter set for each sub-band and a weighting coefficient dependent on coefficient data of a sub-band LL of decomposition level n.
