The server purges at least some of the extracted information about the intended audience when the owner of the advertisement space is identified as a national network. The server identifies an amount of information about the intended audience to purge and subsequently to fetch for the national network based on a business arrangement between the national network and a service provider, which the server enforces and enables.

In one embodiment of the invention, the size of each segmented media file depends on a current network traffic condition and/or a bandwidth availability. By automatically segmentizing the streams of encoded multimedia data into individually-viewable segments for the web or cloud-computing storage service, a user can start viewing the currently-uploading multimedia data faster than a conventional single stream upload which requires a longer waiting time.

Thirdly, a target bit rate adjustment step based on two asymmetrical thresholds is proposed to set an up-threshold and a down-threshold of bandwidth to avoid frequently adjusting a target bit rate of an encoder. The method can satisfy the requirements of TCP-friendliness, real-time, and smoothness for the video transmission.
