These three features along with a thread that begins at the underside of the cap enable for a device that is easy to install and forms a secure tight seal on a tire. When the mat becomes dirty, the rollers turn via a button located on a panel situated adjacent to one end of the mat and a removable collection chamber at one end of the mat collects debris and helps remove dirt from the mat via a vibrator and brush.

The system and method may have operator interfaces devices at an operator station of the train, or at a remote location or on a remote device that communicates wirelessly with the train.
