    Abstract: Technologies for optimizing frequency allocations in mobile communication systems can include a probabilistic model that can consider interference quality, coverage quality, frequency hop set length, service type, environment, and mobile radio speed. A frame erasure rate (FER) objective for call quality may be used as a key performance metric as FER performance can be closely related to voice quality. Mobile allocation list (MAL) length selection during the optimization can attempt to optimize the MAL length at the sector level. Choosing a MAL length per cell can provide an additional degree of freedom during the optimization process. The model can consider signal quality of neighbor cells in handover areas. The model can trade off co-channel and adjacent channel interference. Co-channel interference can be reduced at the expense of adjacent channel interference.

Each of the antennas is configured to monitor a respective sector of the predetermined area for a cell phone communication when the aircraft is flown in proximity to the predetermined area. A registration request from a first cell phone in the predetermined is detected via the cell base station and an ID and location associated with the first cell phone is routed to a ground based telephone switching office, such as the mobile telephone switching office associated with the service provider of the detected cell phone.

    Abstract: A system and method for access control to a Femto cell network. The system prevents access for unauthorized user equipments (UE) to a Femto cell with a particular Location Area Code (LAC) by temporarily averting access to that particular FAP. Upon authentication failure, the UE activate a first timer and checks if the FAP sends a second authentication request before expiry of the first timer. Further, the UE will not scan for FAPs with that particular Location Area Code till expiry of the second timer.
