The locking prongs are confined to slidable movement along a longitudinal axis of the hollow enclosure and extend outwardly from the hollow enclosure in a first locked position. When the finger tabs are squeezed together to retract the locking prongs into the hollow enclosure, the aperture or slot of the bicycle forks are aligned with the locking tabs.
