Abstract: An image coding method includes: selecting a first picture from plural pictures; setting a first temporal motion vector prediction flag which is associated with the first picture and is a temporal motion vector prediction flag indicating whether or not temporal motion vector prediction is to be used, to indicate that the temporal motion vector prediction is not to be used, and coding the first temporal motion vector prediction flag; coding the first picture without using the temporal motion vector prediction; and coding a second picture which follows the first picture in coding order, with referring to a motion vector of a picture preceding the first picture in coding order being prohibited.

Abstract: There is disclosed apparatuses, methods and computer programs for utilizing motion prediction in video coding. A block of pixels of a video representation encoded in a bitstream is read, and a type of the block is determined. If the determining indicates that the block is a block predicted by using two or more reference blocks, a first reference pixel location in a first reference block is determined and a second reference pixel location in a second reference block is determined. The first reference pixel location is used to obtain a first prediction. Said first prediction has a second precision, which is higher than the first precision. The second reference pixel location is used to obtain a second prediction, which also has the second precision. The first prediction and the second prediction are combined to obtain a combined prediction; and the precision of the combined prediction is reduced to the first precision.

Abstract: A method for encoding luma intra mode using context adaptive entropy processing determines a current luma intra mode for a current block and determines whether a neighboring block of the current block within a region of an independently coded slice is on a different side of a boundary of the region from the current block. The method replaces prediction mode information associated with the neighboring block by DC mode if the neighboring block is on the different side of the boundary of the region from the current block, and forms data for processing a current syntax element associated with the current luma intra mode based on the prediction mode information associated with the neighboring block. In addition, the method performs context adaptive entropy encoding processing on the current syntax element according to the formed data.
Abstract: A method for decoding video includes receiving quantized coefficients representative of a block of video representative of a plurality of pixels. The quantized coefficients are dequantized based upon a function of a remainder. The dequantized coefficients are inverse transformed to determine a decoded residue.

Abstract: Various techniques are disclosed to suppress distortion in images (e.g., video or still images), such as distortion caused by atmospheric turbulence. For example, similar image blocks from a sequence of images may be identified and tracked along motion trajectories to construct spatiotemporal volumes. The motion trajectories are smoothed to estimate the true positions of the image blocks without random displacements/shifts due to the distortion, and the smoothed trajectories are used to aggregate the image blocks in their new estimated positions to reconstruct the sequence of images with the random displacements/shifts suppressed. Blurring that may remain within each image block of the spatiotemporal volumes may be suppressed by modifying the spatiotemporal volumes in a collaborative fashion.

Abstract: A proposed intermediate way of handling the renderable portion of the first view results in more efficient coding. Instead of omitting the coding of the renderable portion completely, even more efficient coding of multi-view signals entails merely suppressing the coding of the residual signal within the renderable portion, whereas the prediction parameter coding still takes place from the non-renderable portion of the multi-view signal across the renderable portion so that prediction parameters for the renderable portion may be exploited for predicting parameters for the non-renderable portion. The additional coding rate for transmitting the prediction parameters for the renderable portion may be kept low as this merely aims at forming a continuation of the parameter history across the renderable portion to serve as a basis for prediction parameters of other portions of the multi-view signal.
