The fluorine-free (meth)acrylic acid ester monomer is a compound represented by the formula CH2?CA11-C(?O)—O-A12 where A11 is a hydrogen atom or a methyl group and A12 is a linear or branched C18-30 hydrocarbon group. The emulsifier includes a sorbitan ester and another emulsifier, and the emulsifier has a hydrophilic-lipophilic balance (HLB) of 7.5 to 13.5. Also disclosed is a method of producing the water- and oil-repellent agent and a method of producing a treated substrate by applying the water- and oil-repellent agent to a substrate.

    Abstract: An asphalt-cement concrete (“ACC”) interlayer formed of a plant-mix material reinforced with aramid fibers, deposited at a thickness of at least one inch (1?) over a Portland-cement concrete (“PCC”) or ACC base, can extend the service life of a hot-mix asphalt (“HMA”) surface layer installed over the interlayer by retarding or preventing “reflected” cracks—cracks in the surface layer that correspond to cracks, damage and irregularities in the PCC or ACC base. When the surface layer's useable life has expired, it can be removed and replaced, and the interlayer can continue to protect the new surface layer.
