    Abstract: Techniques to configure a user equipment (UE) for a multi-connectivity handover with a source base station (SBS) and a target base station (TBS) include encoding a measurement report for transmission to the SBS. The measurement report is triggered based on a measurement event configured by the SBS. Radio resource control (RRC) signaling from the SBS is decoded, the RRC signaling including a handover command in response to the measurement report. The handover command includes an indication for multi-connectivity support by the SBS and the TBS during the handover. A first protocol stack associated with the SBS and a second protocol stack associated with the TBS are configured at the UE. A packet data convergence protocol (PDCP) protocol data unit (PDU) received at the UE during the handover is processed using the first protocol stack or the second protocol stack.

A sidelink UE compares a zone ID of the sidelink UE with a zone ID of a neighbor UE and initiates a conditional handover to another cell when the zone ID of the sidelink UE differs from the zone ID of the neighbor UE.

The system determines that the GPS location is within a threshold distance of a boundary. Responsive to determining that the GPS location is within the threshold distance of the boundary, the system initiates monitoring for a mobile signal emanating from a trajectory path of the water vessel. The system detects, during the monitoring, the mobile signal, the tracking the location of the water vessel based on mobile data of the mobile signal. The system provides the tracked location to a monitoring device.
