The impact plate comprises an impact plate opening configured to engage and support a pneumatic rammer. The rammer can be replaced with a hydraulic drive with a shaft protruding through the opening.

The artificial downwelling system may, for example, be powered by wave energy, and can be controlled using a telemechanical system powered by wind energy, and/or solar panel energy backed by electrical batteries.
