The UE may schedule a first portion of uplink data from an aggregating layer of the UE for transmission over the WLAN wireless link during a scheduling window, the scheduling based on an availability of access to the LTE wireless link. The UE may transmit the first portion of the uplink data over the WLAN wireless link during the scheduling window. The aggregation of the LTE wireless link with the WLAN wireless link may allow the UE to transmit uplink data from the aggregating layer of the UE over both the LTE wireless link or the WLAN wireless link.

A state of the first queue is identified. The handover processing method comprises: a base station transmitting a System Parameter and Neighbor Channel Assignment Message (SNCAM) to a terminal at a normal period; the base station receiving a handover request from the terminal; the base station transmitting the SNCAM to the terminal at a preset period; the preset period is set to be shorter than the normal period and ensures that the power consumption of the base station is lower than a threshold which leads to power overload. The present invention has increased the possibility that the terminal receives the SNCAM, and can also avoid the power overload of the system, thus not only the user experience is improved, but also the life of the base station is prolonged.

This measure of density also accounts for the heterogeneous transmit power capabilities of node devices and is used for updating of one or more operational parameter of the node device relating to utilization of the radio communications medium by that node device. A degree of utilization of the medium through the control of transmission data rate and power is adjusted based on an inverse relation to the measure of density determined from the received visibility messages.
