    Abstract: A method and apparatus for providing a flexible and scalable videoconferencing system for use in connection with a network provides for scalably encoding an image sequence for transmission onto the network. The encoding enables the encoded image sequence to be decoded at any one of at least two spatial resolutions and any one of at least two frame rates. The decoder, depending upon the computing platform, its resources, speed, and efficiencies, can select to decode the received image at any of the available spatial resolutions and at any of the available frame rates. A lower spatial resolution and/or a lower frame rate require less computing resources. Multiple received image sequences can be decoded simultaneously, at, for example, a lowest resolution. The decoded images can be displayed for viewing on the computer monitor at the desired spatial resolution level and frame rate.

    Abstract: There is disclosed a method and apparatus for providing continuous speech-to-subtitles translation utilizing a video-based communications device but without speech synthesis at the output. Instead, a translation of each user's speech is displayed continuously in text form on the other user's screen. In the preferred embodiment, the sending party speaks into a conventional videophone. Speech recognition and translation of the transmitted signal are performed by a remote device at the receiving party's location. The audio portion of the signal is sent both to a speaker for audio output and to a speech recognizer and text-based translation system, the output of which is text translated into the target language. The video portion of the signal and the translated text are combined in a subtitle generator and sent to a display device for viewing by the receiving party.

    Abstract: A multipoint video conference system includes a plurality of conference terminals, placed at remote points in correspondence with participants in a conference, for transmitting/receiving speech and image signals from/to the participants, and a video conference controller for transmitting/receiving speech and image signals to/from the conference terminals. The video conference controller includes an audio mixer, an identifying section, a frame selecting section, and multiplexers. The audio mixer forms a synthetic speech signal by synthesizing speech signals from the conference terminals. The identifying section detects speech signals from the conference terminals and identifies the conference terminal through which the participant has made utterance. The frame selecting section forms a multi-image signal by selecting image signals equal in number to multiple frames from the image signals from the conference terminals on the basis of the identification result obtained by the identifying section.
