    Abstract: Processes and systems for identifying and removing non-functional Internet-of-Things (IoT) devices from a cellular network are discussed herein. In one example, a probability distribution function of a data profile transmitted by a type of IoT devices is generated. The probability distribution function may be chosen based on a known distribution such as a Gaussian, Bessel, or linear regressive model. The probability distribution function may be empirically generated by applying data received from IoT devices to a machine learning model using supervised or unsupervised learning. After generating the model representing the expected data profile of data received from a type or class IoT devices, data transmitted by the IoT devices may be applied to the model to determine whether the IoT devices are functional or non-functional. Non-functional IoT devices may be removed from the cellular network.

    Abstract: A scalable multi-cluster resource sharing facility. A global witness process runs on a first computing platform that communicates over one or more networks to any number of nodes situated over two or more clusters. The global witness process listens on the network for occurrences of leadership and/or resource requests from nodes of different clusters. The global witness processes a request by retrieving a resource request and a respective last known state value, comparing the last known state value to a global stored state value, then storing a new state value when the respective last known state value is equal to the stored state value. Any number of contemporaneous requests can be processed by the global witness process, however only one request can be granted. The other requestors each receive a rejection of their resource request when their proffered last known state value is not equal to the stored state value.

Typically, before establishing a peer-to-peer connection, peers must exchange signaling information such as their reachability over a network. Traditional systems often rely on an intermediary signaling server to act as a go-between for peers and assist in the exchange of signaling information. The present disclosure removes the need for a signaling server. Instead, peers may utilize message collections on a messaging system to exchange signaling information. A requesting peer may submit a request to access a resource to a message collection for that resource. A providing peer may obtain the request, and submit a response to a message collection for the requesting peer. Peers may continue to exchange information via the collections until a peer-to-peer connection is established.

The mobile device can then pass on the reconfiguration instructions to the tracking device, in response to which the tracking device can reconfigure itself.
