The eNB may then be operable to process a reported quality rating from the UE and generate a scaled quality rating based upon the reported quality rating, the maximum number of CCs, and the number of active CCs. A UE may comprise one or more processors to process a reference signal transmission from an eNB, to generate an unfiltered reference signal transmission based upon the reference signal transmission, and to calculate a quality rating based upon the unfiltered reference signal transmission.

According to one aspect disclosed herein, a route optimization system can obtain a quality of service (“QoS”) requirement, an origin location, and a destination location.
