The device includes a base and a plurality of spaced bars coupled to the base and cantilevered from the base. The plurality of spaced bars are electrified in anode cathode pairs. The plurality of spaced bars can extend from the base to form a frustoconical shape such that the spaced bars direct fish toward a hydraulic turbine blade hub and away from a hydraulic turbine blade tip. The pressurized water delivery system can include a segmented penstock coupling the turbine to an intake, and individual segments of the penstock can be free to rotate about a substantially horizontal axis, such that in response to variations in a tailwater height, the floating platform rising and falling does not disrupt fluid flow from a fluid source.
