The sleeve may be secured around the pole and be contiguous with the attachment member. The attachment member may be configured to receive a toy, or other item that encourages an animal to engage in play and/or exercise. The base allows the apparatus to freely rotate therein, thereby facilitating multidirectional play. The pole is flexible and bends when pulled on by the animal, thereby pulling back on the animal.
