The system is further configured to receive responses to the one or more messages. The responses comprise feedback from each of the mobile devices on the specified cell groups. The system is further configured to select one or more sets of cell groups from the candidate sets based on the received responses. A mobile device is configured to perform measurements on the specified cell groups after receipt of the one or more messages and to transmit the feedback in dependence on the measurements.
