A change in a UE state of the RRC idle mode can be identified. A desired coding rate can be identified to apply to the modulation order for a selected modulation and coding scheme (MCS) index. A predetermined transport block size (TBS) can be selected. Data in the TBS can be transmitted from the small cell to a UE using the MCS.
