At the time of measuring an absorbance inside the antifouling layer-attached glass substrate by a Fourier transform infrared spectrophotometer according to ATR method (Attenuated Total Reflection) from a surface on a side where the antifouling layer is formed, in the case where an absorbance value at 3,955 cm?1 is set to 0.10, a value (H2O absorbance) obtained by subtracting, as a base, the absorbance value at 3,955 cm?1 from a peak value of an absorbance peak which appears around 3,400 cm?1 is 0.010 or more.
