The controlling portion monitors a ratio of divided voltages in the plurality of the series connected storage battery cells, and detects an abnormal state in the second power storage portion. Concretely, a positive terminal electrical potential, a negative terminal electrical potential, and a connecting node electrical potential are monitored, the abnormal state of the second power storage portion is determined when a ratio of a voltage between the positive terminal and the connecting node to a voltage between the negative terminal and the connecting node, does not correspond to a predetermined ratio.
