Next, the steel cord 1A that was immersed in the aqueous alkaline solution 22 is immersed in an aqueous silane coupling solution 32. Finally, the steel cord 1A that was immersed in the aqueous silane coupling solution 32 is heated. Thus is manufactured a steel cord 1B equipped with the silane coupling agent, wherein the silane coupling agent is excellently bonded to the surface.

    Abstract: An aqueous cosmetic composition provides a proper amount of a hydrophobic spherical powder blended in an aqueous phase stably even though an aqueous base material having a fresh sensation upon use is used, and which corrects the appearance of skin. The present invention provides a cosmetic composition characterized by comprising (A) at least one higher alcohol having a saturated straight alkyl chain, (B) hydrophilic surfactants including a nonionic surfactant, (C) a powder having an average particle diameter of 1 to 30 ?m in an amount of 4 to 30% by mass and (D) water, wherein the ratio of the number of moles of a hydrophilic nonionic surfactant to the total number of moles of the hydrophilic surfactants (B) is 0.5 or more, the percentage of the amount of a hydrophobic spherical powder in the total amount of the powder having an average particle diameter of 1 to 30 ?m (C) is 50% by mass or more, and the hydrophobic spherical powder is added to an aqueous phase.

Preferably, the amount of polyalkylene glycol contained in the moisturizing agent (a) is adjusted to 0.1 to 3 mass % relative to the whole cosmetic.
