    Abstract: A first collecting device is connected to a first network to which a first sensor is connected, and to an external network. A second collecting device is connected to a second network to which a plurality of second sensors for measuring a second amount of observation are connected, and to the external network, and collects second sensor data. When the first collecting device cannot collect first sensor data through the first network, an adapter transfers the first sensor data to the second collecting device through the second network, and transmits the first sensor data to the first collecting device from the second collecting device through the external network.

    Abstract: Disclosed is a method of accepting a QoS request for utilizing resources of a network in a predetermined quality. The method receives from a terminal connected to the network a resource unnecessity notification indicating that resource allocated to the terminal has become unnecessary, and holds, as a free resource information, information on a free resource which is a resource notified by the resource unnecessity notification as unnecessary resource. Then, the method receives the QoS request from the terminal, and determines whether the free resource meets the received QoS request or not on the basis of the free resource information. The method allocates the free resource to the terminal when the free resource meets the received QoS request, and transmits information on the allocated free resource to the terminal.

    Abstract: Communication terminals are provided with a short range wireless communication interface. Some communication terminals are also provided with a long range wireless communication interface. A communication terminal having both interfaces is determined to become a segment manager by a plurality of communication terminals. A segment manager and its neighboring communication terminals constitute a segment and communicate with each other via the short range wireless communication interface. A segment manager distributes segment information and collects terminal information from communication terminals that belong to its own segment. The segment managers communicate with each other via the long range wireless communication interface. The segment managers exchange the terminal information related to each segment. Communication within a segment is performed through that segment alone via the short range wireless communication interface.
